A construção de uma ferrovia para escoar a produção de grãos do Centro-Oeste pela Amazônia continua alimentando um embate entre setores políticos e econômicos e os povos indígenas e comunidades tradicionais da região. Na segunda-feira, 21, o Conselho Nacional dos Direitos Humanos (CNDH) emitiu uma recomendação favorável às populações locais, indicando a necessidade de que o Governo Federal suspenda todos os atos administrativos referentes ao projeto da EF-170, mais conhecida como Ferrogrão.
O documento diz que a obra deve ser interrompida até que seja respeitado o direito à consulta prévia, livre e informada aos povos indígenas, quilombolas e comunidades tradicionais afetados, bem como seu poder de consentimento ou veto. Além disso, o CNDH sugere a demarcação da terra indígena Sawré Muybu, localizada entre os municípios de Itaituba e Trairão; assinar a portaria declaratória do processo da TI Sawré Ba’pim, do povo Mundukuru; tombar o sítio arqueológico de Santarenzinho e retirá-lo da área de influência do projeto.
O parecer também cita os governos do Pará e do Mato Grosso, alertando sobre a necessidade de fortalecer a governança territorial BR-163, cujo traçado seria seguido pela Ferrogrão, e da hidrovia entre Miritituba e Santarém. De acordo com o CNDH, é preciso reforçar o combate à grilagem e ao crime organizado, assim como avançar no reconhecimento dos direitos dos povos indígenas e quilombolas.
“A decisão do Conselho é uma vitória importante para nós, povos indígenas, quilombolas e todas as comunidades tradicionais que estão sendo afetadas por esse projeto. A nossa luta é para garantir que nossos direitos e territórios sejam respeitados. Agora, esperamos que as recomendações sejam realmente atendidas, e que o governo pare de ignorar nossas vozes e a consulta prévia seja feita de maneira justa”, ressalta Alessandra Korap, liderança indígena Munduruku no Médio Tapajós.
A obra segue barrada por conta de uma ação direta de inconstitucionalidade (ADI) que tramita no Supremo Tribunal Federal (STF). Em paralelo, o Ministério dos Transportes criou um grupo de trabalho para discutir o projeto de forma transversal, incluindo as comunidades da região. Porém, indígenas abandonaram o GT após a pasta desenvolver estudos sem consultá-los e a Agência Nacional de Transportes Terrestres (ANTT) incluir a ferrovia na rodada de leilões para 2025.
O projeto está incluído no planejamento do Novo PAC e é visto como uma saída para ampliar a cadeia logística do Arco Norte, que conta com a BR-163 e os portos e hidrovias no oeste paraense. Com a intensificação da atual seca, a rodovia se tornou uma alternativa para o escoamento da produção na região.
Em entrevista ao programa Canal Livre, da Band, o governador do Pará, Helder Barbalho comentou o impasse e disse que acredita ser possível conciliar os interesses econômicos com as questões sociais e ambientais do projeto.
“Para fazer este empreendimento requer que se dialogue com as comunidades locais e que se busque equalizar os interesses diversos e aí é menos ideologia e construir soluções que efetivamente estejam pautadas, por um lado, a questão ambiental estando preservada, os povos tradicionais estando preservados, mas também levar em consideração de que o Brasil precisa deste modal para a sua competitividade logística”, afirmou.
