A ministra do Meio Ambiente, Marina Silva, e o ministro da Fazenda, Fernando Haddad, lançaram, nesta quarta-feira, 23, em Washington, nos Estados Unidos, uma plataforma para impulsionar investimentos verdes no Brasil. O anúncio foi feito durante reunião da Força-Tarefa para Mobilização Global contra a Mudança do Clima do G20.
A Plataforma Brasil de Investimentos Climáticos e para a Transformação Ecológica (BIP, na sigla em inglês) tem o o objetivo de conectar investidores internacionais a projetos estratégicos de desenvolvimento sustentável no País, com foco na transição ecológica e no combate à mudança do clima.
“Essa plataforma faz exatamente a combinação entre financiamento e projetos. Nessa plataforma vão estar todos os projetos validados pelo BNDES como projetos verdes, ou seja, um selo do BNDES de que este projeto está aderente ao Plano de Transformação Ecológica associado a esses muitos instrumentos de financiamento. Então, vamos casar o financiador com o proponente que está com um projeto inovador em torno da transformação ecológica”, afirmou Haddad.
De acordo com o ministro da Fazenda, a plataforma tende a potencializar números já alcançados pelo Fundo Clima (R$ 10 bilhõe) e EcoInvest (R$ 45 bilhões). “Porque às vezes você tem um investidor e ele não tem o projeto, às vezes tem o projeto e não tem o investidor, então estamos fazendo o match entre essas duas pontas, inclusive com financiamento externo”, afirmou.
“Nós estamos dizendo quais são os projetos que fazem sentido dentro de um ecossistema de investimento que seja coerente com o Plano Clima, com o Plano de Transformação Ecológica, com o Plano de Restauração Florestal e todos os planos que o país tem, desdobrando isso em projetos concretos. Isso dá uma segurança para o investidor de que aquilo que está sendo colocado como possibilidade de investimento tem também uma alavancagem por parte do governo”, afirmou Marina
A BIP inicialmente focará em três setores:
- Soluções baseadas na natureza e bioeconomia, incluindo a restauração e o manejo sustentável da vegetação nativa, a redução do desmatamento, a agricultura regenerativa e o manejo de resíduos;
- Indústria e Mobilidade, catalisando os esforços de descarbonização em setores como aço, alumínio e cimento, mobilidade urbana elétrica e fertilizantes verdes;
- Energia, apoiando esforços para viabilizar energia solar off-grid, redes inteligentes, indústrias de energia eólica offshore, combustíveis sustentáveis, bioinsumos agrícolas, hidrogênio de baixo carbono, eficiência energética e minerais críticos.
Os projetos serão oriundos tanto do setor público quanto do privado, incluindo a possibilidade de apoiar os esforços de transição de cidades e estados brasileiros
Conservação de florestas
Na terça-feira,22, os ministros participaram de reunião com o presidente do Banco Mundial, Ajay Banga, sobre o Fundo Florestas Tropicais para Sempre (TFFF, na sigla em inglês). A iniciativa busca financiar a conservação de florestas tropicais, destinando o capital investido a ativos verdes e aplicando o retorno para manter as florestas em pé.
O objetivo é que seja pago um valor fixo anual para cada hectare de floresta preservada e que haja desconto no valor a receber para cada hectare desmatado ou degradado. A proposta foi apresentada pelo Brasil na COP28, em Dubai, no fim de 2023. A expectativa é que o fundo entre em funcionamento para a COP30, que será realizada em Belém, no Pará, em novembro de 2025.
Marina, Haddad e Banga também discutiram formas de apoiar agendas prioritárias para a presidência brasileira do G20 e no processo para a COP30. Na agenda dos ministros nesta semana, em Washington, está a reunião da Força-Tarefa para Mobilização Global contra a Mudança do Clima do G20.
