As expectativas são altas para a COP30, que ocorrerá em novembro de 2025, em Belém, e deve indicar novos rumos e metas dos países na tentativa de conter a crise climática. Antes disso, entre 21 de outubro a 1º de novembro de 2024, as atenções estarão voltadas para outro evento de grande importância da agenda ambiental, que acontecerá também na Amazônia: a 16ª Conferência das Partes sobre Diversidade Biológica (COP16) em Cali, na Colômbia.
Os nomes semelhantes podem confundir, por isso é importante mostrar as diferenças entre elas.
As Conferências das Partes (COPs) são encontros internacionais para discutir e tomar decisões sobre os maiores desafios ambientais do nosso planeta. Embora todas elas tenham como objetivo comum a proteção do meio ambiente, cada uma delas aborda um aspecto específico e interligado das crises ambientais que enfrentamos.
E existem três COPs: das Mudanças Climáticas, que neste ano será em Baku no Azerbaijão, e anualmente reúne os países da Convenção-Quadro das Nações Unidas sobre Mudança do Clima; há a COP da Biodiversidade, que é o encontro, a cada dois anos, de diversas nações para as discussões relativas à Convenção sobre Diversidade Biológica (CDB); e a COP da Desertificação, reuniões, também bianuais, para avaliar o progresso dos países membros na implementação de seus programas de combate à desertificação.
Todas elas surgiram como resultado da Cúpula da Terra, conhecida como ECO 92, realizada no Rio de Janeiro, em que foram apontados esses três fenômenos como desafios para o desenvolvimento sustentável do planeta.
Quer saber como as pautas das COPs se relacionam? Basta olhar para a Floresta Amazônica, que desempenha um papel crucial na regulação do clima, absorvendo grandes quantidades de carbono da atmosfera, além de abrigar uma enorme diversidade de espécies. E o que está acontecendo com ela neste momento:
- Mudança Climática: O aumento da temperatura global tem causado secas mais severas e prolongadas na floresta, aumentando o risco de incêndios e liberando grandes quantidades de carbono na atmosfera.
- Perda de Biodiversidade: A seca e os incêndios têm destruído grandes áreas, levando à perda de habitat para diversas espécies.
- Desertificação: A perda da cobertura vegetal deixa o solo exposto à erosão, tornando-o menos fértil e mais suscetível à desertificação.

1. Conferência das Partes sobre Mudança do Clima (COP):
- Foco: As COPs sobre mudança do clima se concentram nas negociações para reduzir as emissões de gases do efeito estufa, mitigar os impactos das mudanças climáticas e promover a adaptação a um clima em transformação.
- Objetivo principal: Implementar a Convenção-Quadro das Nações Unidas sobre Mudança do Clima (UNFCCC), um tratado internacional que estabelece um marco para a cooperação na luta contra as mudanças climáticas.
- Temas principais: Redução de emissões, financiamento climático, transferência de tecnologia, adaptação aos impactos climáticos, perdas e danos.
- Exemplos de decisões: Acordo de Paris (2015), metas de redução de emissões, criação de fundos climáticos.
2. Conferência das Partes sobre Diversidade Biológica (COP):
- Foco: As COPs sobre diversidade biológica discutem a conservação da biodiversidade, o uso sustentável dos componentes da biodiversidade e a repartição justa e equitativa dos benefícios derivados da utilização dos recursos genéticos.
- Objetivo principal: Implementar a Convenção sobre Diversidade Biológica (CDB), um tratado internacional que estabelece um marco para a conservação da biodiversidade em nível global.
- Temas principais: Perda de habitat, fragmentação de ecossistemas, espécies invasoras, biotecnologia, acesso aos recursos genéticos e repartição de benefícios.
- Exemplos de decisões: Metas de Aichi para a Biodiversidade, criação de áreas protegidas, combate ao tráfico de vida selvagem.
3. Conferência das Partes sobre Desertificação (COP):
- Foco: As COPs sobre desertificação abordam a seca e a desertificação, especialmente em países afetados por secas graves ou desertificação, particularmente na África.
- Objetivo principal: Implementar a Convenção das Nações Unidas de Combate à Desertificação (UNCCD), um tratado internacional que visa combater a desertificação e mitigar os efeitos da seca.
- Temas principais: Degradação do solo, gestão sustentável de terras, restauração de ecossistemas, segurança alimentar, redução da pobreza.
- Exemplos de decisões: Planos de ação nacionais para combater a desertificação, investimentos em tecnologias de gestão de terras, promoção de práticas agrícolas sustentáveis.
